On May 10, 2022, the first branch of the Medical Star network of clinics in Lviv opened in the city. The main goal of opening the first representative office in Lviv is to provide free medical care to temporarily displaced persons and residents of the city, as well as to provide work for displaced doctors. All months of the war, our doctors worked under shelling in Kharkiv and Chernihiv. We saved life, and it is no less important now to create conditions to maintain and improve its quality. Війна України з росією триває сторіччями. Тим лютневим ранком почався новий етап цивілізаційного зламу. Боротьба світла і темряви, війна за людяність, безпеку, гідність та свободу. Зважаючи на величезну кількість площин та шарів, у яких відбувається ця війна, переможець впливатиме на базову перебудову всього світу. Історія світу зміниться, наша країна зміниться та лише від кожного з нас залежить якість цих змін.
Ми усвідомлюємо значущість війни з росією для розвитку цивілізації, проте не повною мірою. Лише десятиліття чи навіть століття потому можна глибоко оцінити вплив на історію, наприклад, наполеонівських чи обох світових війн. Контекст нашої боротьби також показує початок нового щабля руху історії. Бо це насправді конфлікт цивілізацій, імперіалістичної потвори із демократією, болота обману і правди. Спадає на думку протистояння спартанців і персів, сторічної війни, боротьба із фашизмом. Та прикладів кровопролитних битв багато, важко лиш знайти повноцінний історичний аналог. Адже ця війна особлива ще й тому, що мова не про кордони чи класичне загарбання. Тут концентроване зло намагається здолати світло. І кожен робить власний цивілізаційний вибір.
Спільна небайдужість та сміливість врятувала Україну в перші години та дні. Вона створила основу тектонічних зрушень, які рятують життя. Зараз попри моральне та фізичне виснаження наш бджолиний рій продовжує свій визвольний рух до перемоги. Існує декілька прогнозів закінчення війни. Звісно, все залежить від результатів другого етапу — битви на Донбасі. Мені як луганчанину особливо боляче знову чути ці рідні назви міст й сіл, де ведеться боротьба за кордон між цивілізацією і темрявою. Хочеться посунути ці кордони до межі, на якій вони були у 2014 році.
Чи достатньо перемогти на полі бою, у поєдинку за цінності та світогляди?
В моєму розумінні перемога буде такою ж багаторівневою, як і сили в неї вкладені. У ній важливо осягнути перехід до іншого етапу боротьби за власне майбутнє. Бо звісно, перемога — це головна ціль, але далі не менш складний шлях. Цього дня починається складний шлях побудови країни.
Дуже хочу, щоб довгоочікуваний день остаточно знищив синдром меншовартості українців. Переконаний, що цей перший день буде моментом глибокої радості та скорботи, адже інших перемог не буває. Трагедії такого масштабу роблять у серці Маріуполь.
Коли я малим питав у діда про його звитяги і боєві подвиги під час фашистської навали, він робився похмурим й дивився на мене зовсім нерідними очима. Мовчав переважно й говорив лише: «Ніколи знову, онучку». Згадую, що День Перемоги для нього ніколи не був святковим, скоріше поминальним. Він випивав гранчак й втирав сльози, згадуючи ті роки. Ніколи не чув від діда цей символ рашистський невігласів «можемо повторити». Для людини, яка пройшла війну, ці слова були великою підлістю. Ще тоді мій дід розумів, яким страшним звіром є війна, й оминав згадки про неї, аби не переживати той страх знову і знову. Перемога, яку вже росія показувала з нав’язуванням сили, бажанням повторити цю м’ясорубку, була гидкою самим ветеранам. Принаймні тим, хто лишався при здоровому глузді.
Мабуть, сьогодні як ніхто розуміємо причини того мовчання наших дідусів й бабусь. Ми відчули цей здавлений біль. Бо постаріли на життя тим одним днем. Збагнули себе й цілі покоління власного народу. За ці місяці зробилися ясними не тільки одвічні моделі поведінки ворога та сутність зла у кожному його слові. Переживаючи подібне ще у 2014 році, багато з нас розуміли з чим маємо справу. Але тоді те цинічне зло хоч намагалося прикриватися інструментами гібридної війни. Сьогодні ці монстри зовсім не ховаються, творячи геноцид кожної хвилини.
Немає часу на очікування — потрібна робота вглиб
Боротьба за перемогу включає найперше завдання — вижити. Та після оплакування мертвих і ненароджених ми мусимо жити. Як би цинічно це не звучало, та війна не закінчиться тільки перемогою. Вона триватиме кожного наступного дня, коли будемо шукати між собою злагоди та взаєморозуміння.
Спрямувати злість на одного ворога й припинити внутрішні суперечки — лишається важливим завдання для кожного українця. Заплативши ціну людськими здоров’ям, сльозами і життям, важливо не програти розбудову по-справжньому успішної України.
Перемагати потрібно вглиб, проходячи кожен рівень: від поля бою, міжнародної арени до економіки і всіх добре знайомих українських проблем. Для мене фундаментальною перемогою буде перехід до нового суспільного договору. Якщо ми зараз як народ зрозуміли власну силу витримку й значущість, то маємо тримати ці здобуті кров’ю знання у собі назавжди. Дозволити собі бути байдужим значить знецінити головним чином себе самих. До прикладу, одвічне питання з олігархами, боротьба з якими стала нашим традиційним видом спорту. Та, на жаль, з того ми отримали занадто мало медалей. Як на мене, післявоєнна Україна мусить будуватися на відповідальності нового рівня.
Що робити з олігархами та їхніми традиціями?
Олігархічний консенсус має викорінитися зміною парадигми. Раніше ці «бізнесмени» отримали свої статки, маючи необмежений доступ до ресурсів, управління й безумовного впливу на суспільство у найгіршому прояві, то саме зараз ми маємо їх відлучити від доступу до державних ресурсів і монополії. Ми маємо знайти місце для олігархів у нашому суспільстві, як би дивно це не звучало. Вони не зникнуть, але старі правила гри мусять зникнути. Я бачу модель, в якій суспільство вимагає від них відповідальності перед собою і державою. Побудова унікальних за масштабом і технологічністю університетів, лікарень, шкіл, бібліотек, музеїв — ось шлях до віддавання боргів.
Вони мусять віддати суспільству те, що вони забрали, користуючись абсолютною владою. Дуже сподіваюсь, що війна змінить спосіб мислення навіть олігархів. Створити навчальний заклад подібний Оксфордському університету чи Массачусетському технологічному інституту в Україні — було б гарним кроком на зустрі новим відносинам в країні. Це мусить бути фінансування соціально значущих об’єктів для створення цілих екосистем, що даватимуть не тільки робочі місця й надходження до бюджету, а й зроблять осяжний вплив на освіту, науку, охорону здоров’я і культуру.
Боротьба за ефективність — головний етап перемоги
Я вірю, що вся наша невтомна робота для перемоги й розвитку держави мусить будуватися на цих сакральних словах «ніколи знову». Щоб війна не повторилася, щоб ми усвідомлювали й власні помилки — мусимо робити висновки вже зараз.
За цей час багато чого проявилося: люди і державні інститути, чого кожен вартий, що потрібно змінити. Так само показали себе деякі депутати усіх рівнів, службовці правоохоронних органів, які або переховувалися на заході, або тікали з країни. Розуміння як має бути організована держава дісталося нам дорогою ціною. Бо неефективність, корупція, кумівство — це не народні традиції, це життя українців. Недієздатна система охорони здоров’я — тисячі життів, відсутність палива — тисячі життів, слабе управління на місцях — тисячі життів, погане забезпечення армії — тисячі життів. Всі ці конкретні злочини забирають сотні тисяч життів.
Коли я чую, що потім розберемося і давайте після перемоги, мене розбирає злість. Так внутрішній спокій потрібно зберігати, як і єдність між своїми. Але важливо не гаяти час, а доводити процеси до кінця. Бо ми це «давайте потім» чули й після Помаранчевої революції, й після Майдану, й після початку війни в 2014, й після стількох так названих реформ. За кумівство та корумпованість, за кожну недолугу людину не на своєму місці українці змушені проходити через пекло. Бо вільна країна — це ще й свобода бізнесу, логічна податкова система, адекватна робота митниці й відсутність знущальних експериментів над підприємцями.
Час боротися за ефективність держави. Вже зараз! Ми повинні вимагати іншого рівня організації країни на всіх можливих рівнях. Країна мусить створити власний особливий шлях перемоги, щоб ніколи знову. Бути житницею Європи та світу давно недостатньо, як і постійно втрачати можливості глобального економічного розвитку. Виборюючи перемогу на полі бою, українське суспільство не дозволить, ані владі, ані бізнесу працювати за старими схемами. Глибина нашої перемоги базується на абсолютно новому рівні відповідальності. Мова не про ідеальний народ в утопічній країні, а про здоровий глузд. Засилля корупції, олігархів, слабка система державного управління, байдужість — все це вбиває.
Переконаний, що має бути результативний механізм роботи всього в країні, потрібні соціальні ліфти, завдяки чому кращі, більш професійні люди матимуть можливість приймати рішення. Час нових лідерів. Зробити висновки для влади — значить працювати не за принципом свій-чужий чи політичної необхідності, а розуму. Війна не має списувати недоліки, вона має змушувати думати й робити висновки прямо зараз.
