During the panel discussion “Challenges in Infrastructure. Reconstruction Under the Ukraine Facility Program: Practical Experience,” experts discussed the implementation of infrastructure projects, financing mechanisms, and the role of the private sector in Ukraine’s recovery process.
Participants paid particular attention to the opportunities offered by the Ukraine Facility instrument, the development of international partnerships, and the creation of favorable and predictable conditions for investors. The discussion took place as part of the Europe–Poland–Ukraine: Cooperate Together’26 conference, organized by the ZPP Kyiv Office.

According to Olha Batova, CEO of EFI Group, Ukrainian business today is more ready for reconstruction than business in any other country. The war has forced companies to become faster and more efficient, which is why international partners often look at Ukrainian entrepreneurs with admiration: despite all the challenges, businesses continue to invest, build, and create new jobs.
At the same time, Olha Batova noted that the Ukraine Facility is an extremely important tool for reducing risk and attracting investment, but it requires serious preparation on the part of business: international reporting standards, corporate governance, and ESG practices are no longer a competitive advantage today but a basic requirement. Ukraine, she added, needs not only investment but equal partnerships built on trust and a shared readiness to face difficult challenges together. One of the main barriers to cooperation with international partners today remains the speed of decision-making: Ukrainian companies have learned to operate under constant uncertainty, while some international mechanisms have yet to catch up with the pace of Ukraine’s reality.
At EFI Group, the team is convinced that Ukraine’s reconstruction has already begun, and that now is the time to build partnerships, launch new projects, and create the success stories that will form the foundation of the country’s future economic development.
